7. Special Provisions for IATA Dangerous Goods Regulations (DGR) Competency-Based Training & Assessment (CBTA) Courses
7.1 Regulatory Compliance & Prerequisites
IATA Standards: All IATA DGR training courses conducted by SAAA comply with the current edition of the IATA Dangerous Goods Regulations and the ICAO Technical Instructions.
Prerequisites: Trainees enrolling in Recurrent DGR courses must possess a valid initial IATA DGR certificate that has not expired at the time of the course commencement. SAAA reserves the right to deny entry and forfeit fees if valid proof of initial certification is not provided during registration.
7.2 Strict Attendance and Examination Rules
80% Attendance Mandate: Due to the critical safety nature of dangerous goods handling, trainees enrolled in IATA DGR courses must achieve at least 80% attendance rate. Any lateness or partial absence will result in immediate disqualification from sitting the final examination.
Passing Criteria: To obtain an official IATA certificate, trainees must score a minimum of 80% on the overall assessment.
Failure to Pass: Trainees who score below 80% will be deemed "Not Yet Competent". They will not be awarded the certificate and will not qualify for SWDA funding, triggering the standard funding clawback clause (Section 3).
7.3 IATA Re-Assessment and Retake Policy
Remedial Assessment: Trainees who fail the initial exam are entitled to one (1) re-assessment within 14 calendar days of the initial result. A standard IATA administrative re-examination fee of S$54.00 (incl. GST) applies.
Full Re-Course: Trainees who fail the second attempt must retake the entire IATA DGR module at their own expense (or at the sponsoring employer's expense). No subsidies or grants will carry over to the new enrollment.
7.4 Validity, Recertification, and Liabilities
24-Month Validity: In compliance with IATA and civil aviation mandates, DGR certification is valid for a strict period of 24 months from the date of issuance.
Corporate Responsibility: Sponsoring employers bear full responsibility for tracking their employees' expiry dates. SAAA accepts no liability for operational disruptions, legal penalties, or regulatory fines incurred by companies or individuals operating with expired DGR certificates.
7.5 IATA Training Materials, Courseware, and Digital Access
Material Allocation: Course fees do not include access to the mandatory IATA training materials, which may be issued as either a physical printed manual or a digital e-book download license, depending on choice selected at registration.
Digital Download Licenses:
- Digital licenses (e-book access keys) are strictly tied to a single user account and cannot be transferred, shared, or resold once generated.
- Trainees are solely responsible for activating their license keys and downloading the required software (e.g., IATA Bookshelf) onto their personal or corporate devices prior to class commencement.
- SAAA will not issue replacement keys for lost, corrupted, or expired access tokens resulting from trainee neglect or device formatting.
Device Compliance: Trainees opting for digital manuals must bring a fully functional laptop or tablet to class with the IATA software and e-book pre-loaded. Mobile phone screens are strictly prohibited for classroom use or examination purposes.
Copyright Restrictions: In accordance with IATA intellectual property mandates, any unauthorized reproduction, scanning, screenshotting, or digital distribution of either physical manuals or digital courseware is strictly illegal and will result in immediate expulsion from the course without a refund.
